In the middle of the deadly second wave of Covid-19 in 2021, the Narendra Modi government faced criticism for the slow progress in setting up oxygen plants funded by PM CARES – an acronym for the Prime Minister’s Citizen Assistance and Relief in Emergency Situations Fund. Why was the Fund set up in the first place? Why is the working of the Fund shrouded in secrecy? Why did the Fund fail to fulfil its objectives?
